А почему в карточке судна К-0997, а на борту К-997 ?

Потому что название на борту не совпадает с названием в регистре.

Добавлю, что на камских судах частенько пренебрегают ведущим нулём в регистрационном номере и здесь это видно: официальный номер К-01-0997, а не то, что написано на борту. Название в данном случае всего лишь производная от регистрационного номера.
