Вообще-то подпор до п. Шексна доходит... Нижняя Шексна, "Шекснинские мысы", затопленный старый шлюз в Судьбицах - ничто иное, как подтопленное речное русло. Разливы на этом фото - та же тема.
Верно ARTём сказал, Рыбинское водохранилище в тех местах начинается ниже Шекснинского гидроузла. До 2019 года в Рыбинске даже было объединенное "Управление эксплуатации Рыбинского и Шекснинского водохранилищ".
