Advice received is that she is one of the following four ships delivered to the Soviet Union and based in the Far East

AMGUN (6718661) scrapping reported in September 2003 but believed work done in 2000
RAUMA (6804044) reported sold for scrap in 1995, subsequently confirmed in China but on an an unknown date
SURGUTNEFT (7113234) sold for scrap on 30.11.93
SIBURNEFT (7324613) ditto

Provisionally, it therefore seems most likely that this ship is the former RAUMA

A researcher has suggested that ship 3801 could be VLADIMIR PEREGUDOV (laid down in January 1989 and launched in April 1992), one of a class of eleven KOMANDARM FEDKO class tankers built at Kherson Shipyard.

It is believed that the ship was intended to become a replenishment ship for the Soviet navy but conversion work was halted due to insufficient funding and in May 1993 the uncompleted ship was towed to Dalian. This photograph was taken at Singapore.

Fitting out was completed in China and, according to the Miramar website, the ship was delivered in June 1996 as NANCANG.
